The Ragoon Consumption of Humans

Humans dread the consequences of the Ragoon occupation, but the news that the Ragoons eat humans was certainly our greatest shock. Although the concept is terrifying, it is important to understand that they cannot feed on us indiscriminately without suffering extreme repercussions from their superiors.
1) Most of the Ragoon do not eat humans. Only a small number, about thirteen percent, engage in this practice, and those who do are members of an out of favor and diminishing religious sect. Their reasoning is that humans are 'semi-sentient' and therefore are fair 'game,’ and that the practice is similar to humans eating gorillas and other great apes. Most Ragoon believe humans evolved from lesser creatures, whereas the Ragoon were created by God (according to them, a universal space-time entity that was created at the moment of the Big Bang.) Some Ragoon see the practice of eating semi-sentient creatures as abhorrent and are actively working to ban the practice.
2) Only certain humans can be eaten. When the Ragoon colonize a multi-gender system that invokes the Death Penalty as a punishment for a crime, those on Death Row can be eaten. Due to the manner in which these hermaphrodites procreate, they have a pathological horror of sexual exploitation, and the result is that males convicted in Ragoon courts of being pimps can be eaten. Female pimps cannot be eaten, because upon conviction of this offense they become the property of the Ragoon, and property rights must be respected. Persons convicted of killing, raping, or of seriously maiming a pubescent child are generally considered by the Ragoon to be insane and can be eaten by reason of criminal insanity.
A rumor has circulated claiming that people in debt to the Ragoon can be eaten. The rumor is not true. Men who owe the Ragoon money and who refuse to repay, or cannot repay, can be declared property of the Ragoon, but they cannot be eaten. Women cannot, by law, owe money (technically their debts are incurred by their owners), so this law does not apply to them.
3) Humans must be shredded before being eaten. Ragoons who eat humans any other way are considered psychologically deviant and, when discovered, are fined, demoted, and isolated. The Ragoon religious sect in question has dietary laws that require humans to be prepared in certain ways, using certain methods and tools designated by their religious leaders, but information concerning these methods and tools has not been shared with us.
Additional Discussion on the Death Penalty
It was probably inevitable that political dissidents began appearing on Death Row, because it occurred to several dictators that this was a convenient method of dealing with opposition leaders. There were vigorous appeals to the Ragoon from many human sources, governmental and otherwise, against this practice. It soon became apparent that these appeals were not necessary, because the Ragoon had encountered such political strategies during previous colonizations. To the relief of many humans, the Ragoon enacted rules designed to avoid the use of the Death Penalty for political purposes. In addition, all governments were forbidden to sentence felons to Death Row unless positive DNA evidence was available, and this evidence had to be submitted to Ragoon labs. In situations where they could not confirm the DNA evidence, the Death Penalty was disallowed.
This law effectively reduced many death sentences to life imprisonment. The law was angrily denounced by some government leaders, leading to a renewed debate concerning the Death Penalty. Some politicians in the southern section of the United States claimed the law demonstrated that the Ragoon were liberals. While the law was welcomed by opponents of the Death Penalty, they were dismayed by the Ragoon law that required any adult convicted of deliberately killing, raping, or maiming a pubescent child to be sentenced to Death Row. That law resulted in a dramatic increase in the number of Death Row sentences around the world, although those convicted did not live long enough to significantly increase the total cost of incarcerations.
Many humans are troubled that a civilization with such advanced technology could countenance the Death Penalty. The Ragoon attitude is best explained from the famous video in which a protester interrupted a Ragoon-Human political conference by yelling that capital punishment is cruel and unusual punishment.
The Ragoon conferee responded, “It is the appropriate punishment for cruel and unusual crimes.”
